Research shows that the government of Jair Bolsonaro had a negationist character in view of the spread and severity of the virus, and sought to prevent measures to contain the disease

247 - Research shows the “existence of an institutional strategy for the spread of the virus” promoted by the government of Jair Bolsonaro. The study is a joint effort by the Center for Research and Studies on Health Law (CEPEDISA) of the Faculty of Public Health (FSP) of the University of São Paulo (USP) and Conectas Human Rights, and was obtained by the newspaper El País.

The study

With data collected since March 2020, at the beginning of the new coronavirus pandemic in Brazil, the newsletter “Rights in Pandemic - Mapping and Analysis of Legal Norms in Response to Covid-19 in Brazil” stated that the “research revealed the existence of a institutional strategy for the spread of the virus, promoted by the Brazilian Government under the leadership of the Presidency of the Republic ”.


Timeline of federal government acts

A chronological map of the performance of the federal government was made during the Covid-19 pandemic moments, showing that the government had a negationist character in view of the spread and severity of the virus, and sought to prevent measures to contain the disease, taking the country to be one of the most affected by the new coronavirus - with more than 8.6 million cases and 200 thousand deaths.


The timeline reveals a selection of government acts, such as editing rules by federal authorities and bodies and presidential vetoes; acts of obstruction to the responses of state and municipal governments to the pandemic; and propaganda against public health, defined as “the political discourse that mobilizes economic, ideological and moral arguments, in addition to false news and technical information without scientific evidence, with the purpose of discrediting health authorities, weakening popular adherence to health recommendations based on scientific evidence, and to promote political activism against the public health measures necessary to curb the advance of Covid-19 ”.
